ARTICLE 6: ADMINISTRATIVE ALLOWANCES

6.01 Principal's Salary

1. Principal’s Salary

A principal’s salary shall be determined as outlined below.  Upon effective appointment, the principal shall be paid a total salary and allowance(s) determined as follows:

1. by educational qualifications and experience as per the basic salary schedule Article 3;
2. a principal’s allowance as determined by the formula in “Determination of Principal’s Allowance” Article 6; plus,
3. any other allowance(s) for which the principal is eligible under this Collective Agreement.

2. Determination of Principal’s Allowance

Principal’s allowance for schools in the River East Transcona School Division shall be determined by the following formula:

Principal’s Allowance = Base + (# of students x Student rate) + (# of staff x staff rate)

This formula will be applied yearly immediately after September 30^th staff and student enrolment figures have been determined.  Changes in allowances will be retroactive to the beginning of the school year and will be reflected in the October salary payment.

3. Definition of Terms

Base:  the base allowance for a school principal identified as being $17,318.00 effective Fall Term 2018, $17,560.00 effective Fall Term 2019, $17,648.00 effective Fall Term 2020, and base allowance to be increased by COLA* effective Fall Term 2021.

#of students:  the total student population in a school as of September 30^th of the current year, where each Kindergarten to Senior 6 student equals 1.

Student rate:  $10.76 per student as defined in “# of students” effective Fall Term 2018, $10.91 effective Fall Term 2019, $10.96 effective Fall Term 2020, and student rate to be increased by COLA* effective Fall Term 2021.

# of staff:  the total staff population in a school as of September 30^th of the current year, where each teacher, secretary, paraprofessional, library tech/clerk and custodian working 50% or more in a school equals one, and those who are working less than 50% in a school equal 0.5.

Staff rate:  $116.44 per staff as defined in “# of staff” effective Fall Term 2018, $118.07 effective Fall Term 2019, $118.66 effective Fall Term 2020, and staff rate to be increased by COLA* effective Fall Term 2021.

4. Protection of Allowance – Where a principal or vice-principal, as at September 2007, is earning an annual allowance greater than they would be entitled based on the new principal schedule, then the allowance will be red-circled until the scheduled allowance exceeds the red-circled amount.

4. John G. Stewart School – Notwithstanding the above determination of Principal’s allowance, the Principal’s allowance for John G. Stewart School will be equal to the lowest calculated allowance for the other divisional middle/junior high schools.
